Sanitary Sewer Overflows

Since 2002, EEC Environmental (EEC) has led efforts to assist agencies to manage their sewer systems better and prevent sanitary sewer overflows (SSOs). EEC’ efforts have ranged from program assessment and audit services to development and implementation of sewer system management plans (SSMP) and strategies for compliance with California’s State Water Resources Control Board’s (SWRCB) waste discharge requirements (WDR). EEC has also developed an approach to sewer line characterization that to determine the true cause(s) of specific blockages, SSOs or known trouble areas (e.g., hot spots). Our approach relies on coordinated evaluation efforts of an agency’s engineering, collection system maintenance, and source-control departments.

Once the true cause(s) of the blockages has been identified, corrective measures can be designed accordingly to maximize resources and substantially reduce the potential for a blockage or SSOs. This approach results in a sharply focused strategy for mitigating known sewer system problem areas with the greatest chance of success and using the least amount of resources. As a consultant and as an inspection and enforcement contractor, EEC applies this characterization approach to benefit sewer system owners/operators throughout the United States.
