California State Water Resources Control Board adopted new statewide SSS WDR on Dec 6, 2022 and is effective on Jun 4, 2023.

Compliance Deadlines:
Existing Enrollees
- Within 6 months of Order Adoption Date: Legally Responsible Official shall upload existing Plan to CIWQS.
- Within 6 months of Order Adoption Date: Update and implement Spill Emergency Response Plan and certify that Plan is up to date in Annual Report.
- Within 12 months of Application for Enrollment Approval Date: Submit Service Area Boundary Map.
- Update and certify previous calendar year Annual Report.*
Existing Enrollees
- Within 12 months of Enrollment Approval Date: Obtain governing entity adoption of Plan and Legally Responsible Official certifies and uploads Plan to CIWQS.
- Within 6 months of Application for Enrollment Approval Date: Develop and implement Spill Emergency Response Plan and certify that Plan is up to date in Annual Report.
- Within 12 months of Application for Enrollment Approval Date: Submit Service Area Boundary Map.
- Complete and certify first Annual Report within 30 days of obtaining a CIWQS account.
*Subsequent Annual Reports due by April 1 st of each year after Order Effective Date.
- For Continuation of Existing Regulatory Coverage, existing enrollees must certify Continuation of Coverage within 60 days prior to the Effective Date
- Regulatory coverage under Order 2006-0003-DWQ will cease on Order Effective Date
- For Regulatory Coverage Transfer, Existing Enrollees must submit written Transfer of Ownership request at least 60 days prior to change in ownership
- For Regulatory Coverage for New Enrollees, application package must be completed no later than 60 days prior to commencing and/or assuming system operation
