Development and Implementation of a Stormwater Management Program

EEC Environmental (EEC) developed and implemented a stormwater management program that is in compliance with the City’s NPDES permit and meets the objectives of the MS4 program.  EEC developed a Local Implementation Plan (LIP) that included program management and the inventory, prioritization, and inspection of industrial, commercial and municipal facilities. EEC also inventoried, prioritized, and inspected construction activities and set up BMPs for these sites.

EEC reviewed the City’s Water Quality Ordinance and verified that it addressed the required issues of the MS4 program.  EEC also assisted the City in adopting an Enforcement Consistency Guide.  EEC represented the City at NPDES General Permittee Committee and important sub-committee meetings.

EEC developed an Illegal Discharge/Illicit Connection (ID/IC) Program that provided practical guidance for City staff when identifying, responding, mitigating and enforcing the ID/IC Program component.

EEC provided stormwater-related training for the public works staff, code enforcement officers and for the building inspectors. EEC assisted in developing the public outreach and education program that included distribution of County of Orange stormwater flyers.
