EEC Environmental (EEC) was hired to conduct an SPCC plan update and revision for a corrugated paperboard packaging producer on the East coast. Our staff found that the plan was severely out of date and did not incorporate the latest federal and state regulations for above-ground storage tanks (ASTs) and oil management. We visited the facility and conducted a thorough investigation of oil management practices and oil storage tanks and containers. We counseled the facility management regarding potential compliance issues and updated the SPCC plan. EEC expanded essential sections of the revised plan dealing with employee training, inspections, record-keeping, and state and local oil management requirements.
During the course of the facility visit, we found that an AST was being removed from service. EEC assisted the client in obtaining official state-required tank closure certification for the vessel. EEC also provided compliance-related services associated with allowable sulfur concentrations in fuel oil.
